The Central Level Scholarship Scheme (CSSS) has been amended in October 2018 to provide more Top Class Education Scholarship to SC Students 2023-24 and to increase the number of scholarships and this revised scheme The academic session has been made influential from 2023. Now 220 institutions have been listed under this scheme including IIT, NIT, IIIT, IIM, NIFT, NLU, AIIMS, Hotel Management, Aviation Training, and Flying Training Institute. A total of 1500 new scholarships will be awarded under this scheme. Provision has also been made for reservations of 30 percent for girls. The family income criteria for eligibility have been changed from Rs. 4.50 lakh per year to Rs. 6 lakh per year as compared to the previous year.
Objective & Coverage
The Top Class Education Scholarship to SC Students 2023 Scheme has been prepared by the announcement made in the Union Budget for the year 2005-06 and is effective from 21 June 2007. The plans were subsequently amended in January 2012. The scheme aims to encourage quality education among Scheduled Caste (SC) students by providing them full financial support to study after class 12.
- At present, there are a total of 220 notified institutes in the country including all Indian Institutes of Technology, Indian Institute of Management, National Institute of Technology, Commercial Pilot Training Institutes and renowned medical / law and other institutions of excellence. A total of 1250 scholarships are to be awarded per year. Study courses include engineering, medicine / dental medicine, law, management, and other specialization based subjects.
- The scholarship once awarded will continue until the completion of the respective course subject to the condition of satisfactory performance.
Eligibility Criteria
- The annual family income limit from all sources for eligibility under this scheme is Rs 4.50 lakh. The general criteria of selection of eligible candidates of an institute should be eligibility. However, if more than one student has equal marks for the final slot available in an institution, then a student with a low annual family income is preferred.
- SC students who have taken admission in the notified institutions as per the norms set by the concerned institutions are eligible to receive scholarships under this Top Class Education Scholarship to SC Students 2023 Scheme to the extent of the number of scholarships allotted to the concerned institutions.
- The scholarship is merit-based and is awarded to the best students in every institution (subject to their eligibility condition). In case the number of students admitted exceeds the number of scholarships, the scholarship will be limited to the best student in the institute-wise mutual merit list.
- If the institute finds that the number of eligible candidates in the first year is less than the number of scholarships allotted to it, then the remaining scholarships are more of the remaining years of completion of their respective courses, ie the first-year student to the second-year student.
- According to the first, second, third and quadrant, the other is to be given priority in comparison and the same order.
Amount & Payment
This scholarship is awarded for:
- Full tuition fee and other non-refundable charges (the maximum limit of fee per student per year in private institutions is Rs. 2 lakhs and in private commercial pilot training institutions is Rs. 3.72 lakhs per student per year).
- Living expenses at the rate of Rs. 2220 per student per month.
- Book and stationery expenditure @ Rs. 3000 per year per student.
- One-time support per student (up to Rs. 45000 per student for the up-to-date computer including complete accessories) (Living expenses, books and stationery and computer cost subject to actual expenditure).
- After receipt of the mandatory details about the admission of scheduled caste students, the Ministry releases funds directly to the institutions in an installment on an annual basis.

The National Scholarship Portal provides you the facility of login and registration for Top Class Education Scholarship to SC Students 2023 Scheme. NSP login and registration facility provides better transparency and coordination between students and the government. With the help of the NSP registration process, students can register themselves in the National Scholarship Portal. After successful registration, the National Scholarship Portal 202321 application generates ID and password. You can easily log in to your profile through this Application Id & Password. First of all, visit the official website of the National Scholarship Portal through the link given below. Then follow the simple steps given below to complete the process.
- After checking your eligibility for the Top Class Education Scholarship to SC Students 2023 Scheme, go to the new registration section.
- When you click on the section, a new screen will open with the NSP 202321 registration form.
- Here fill all the necessary details like your state, name, father’s name, mobile, etc. After this click on the submit button.
- After successful registration NSP 2.0 will provide you an application number and password on the registered mobile number.
- With the help of application ID and password, go to your profile by clicking on the login section.
Now after successful registration, fill the Top Class Education Scholarship to SC Students 2023 Scheme application form with all the required basic and education qualification details. Upload all the necessary documents to the portal and finally submit your application form online.
Selection Procedure
- After the successful submission of the Top Class Education Scholarship to SC Students 2021 application form, it will be sent to the institute level for verification.
- After successful verification of the application at the institute level, the application goes to the District Level Nodal Officer.
- Once verified at the district level, it goes to the final verification or approval of the scholarship at the state or central level.
The selection process under the National Scholarship Scheme is done on merit. The government selects the student’s scholarship application according to their marks in the previous year’s class.
