Maulana Azad National Fellowship Scheme 2023 for Minority Students (UGC) -: Maulana Azad National Fellowship aims to provide fellowships to a five-year funding format as notified minority students for M.Phil. and higher classes Ph.D. degree by the central government. This fellowship scheme will include all universities/institutes recognized by the University Grants Commission (UGC) Act under Section 2 (F) and Section 3.

The scheme is implemented by the Ministry of Minority Affairs for the minority community students through the University Grants Commission (UGC). Under this Fellowship Scheme, the fellowship is to be awarded to research students studying in regular and full-time M.Phil. and Ph.D. courses. Students who get fellowship under this scheme will be called as Scholars of the Ministry of Minority Affairs.

Maulana Azad National Fellowship 2023

Under this scheme, essential requirements of minority students studying in Indian schools, research institutes and scientific institutions in regular and full-time M. Phil and Ph.D. courses and equivalent research courses will be met. With this, research students with M.Phil and Ph.D. degrees will be able to earn eligibility for appointment to lecturer posts in various educational institutions.

The University Grants Commission (UGC) will be the nodal agency to implement this fellowship scheme. The University Grants Commission will notify the fellowship by publishing suitable advertisements through newspapers, the internet, web pages, and other media.

Eligibility Criteria-:

To get this fellowship, a candidate must fulfill the following conditions:

  • The candidate should belong to one of the minority communities notified under Section 2 (C) of the National Minorities Commission Act, 1992.
  • According to the UGC advertisement, he/she should be admitted and enrolled in a regular and full-time M.Phil /Ph.D. course, fulfilling the conditions of admission to a university/institution as per the provisions of the Fellowship.
  • Minority students, once considered eligible for the fellowship, will not be entitled to receive benefits for this study from any other source i.e. from other bodies like Central or State Govt or UGC.
  • Minority students will not be required to pass NET / SLET exams to be eligible for Maulana Azad National Fellowship for M.Phil / Ph.D.
  • To qualify for Junior Research Fellowship (JRF) / Senior Research Fellowship (SRF), the University Grants Commission standards will be applicable at the pre-M. Phil and pre-Ph. D. stages respectively and must have earned at least 50% marks at the postgraduate level.

Disbursement of Fellowship-:

  • A total of 756 Fellowships will be awarded every year (State-wise disbursement status is shown in the Annex). Fellows not provided for a year will be used during the ensuing academic session if the sufficient number of candidates are unavailable.
  • Out of the fellowship, 30% of the fellowship will be scheduled for the girl students, the remaining 70% of the fellowship will be general. If there is a shortage of female candidates, the fellowship will be awarded to a male student of the same minority community.
  • If the number of candidates exceeds the number of fellowships, then the University Grants Commission will select the candidates for such fellowship based on the percentage of marks obtained by them in the postgraduate examination.
  • Reservation for differently-abled students will be following the standards of the University Grants Commission.
  • The selection of scholars under the scheme will be done in all fields of knowledge.
  • At the national level, the community-wise selection of students will be done based on their population ratio.
  • State / UT-wise selection of research scholars will be ensured as far as possible.

Unused fellowship of a community in the State / Union Territory (UT) will be transferred at the national level to eligible students of the same community. Thereafter, if there is an unused fellowship, it will be transferred to the students of other notified minority communities at the national level on purely merit basis.

Fellowship Duration-:

This will be a 5-year consolidated fellowship for M. Phil and Ph.D. courses for which the educational criteria applicable for selection for the Ph.D. program have to be met.

The duration of the fellowship will be as follows:

Fellowship Rate-:

The rate of fellowship for JRF and SRF will be as per the UGC Fellowship as amended from time to time. Currently, this rate is given below:

Fellowship Rs 16,000 per month (JRF) for the initial 2 years

Rs 18,000 per month (SRF) for the year

In addition to this, candidates with physical and vision impairment will be given Rs 2,000 per month as Escorts / Reader Assistance. House rent allowance and other contingency expenses will be paid on the lines of UGC.

Plan Implementation-:

  • The University Grants Commission will be the nodal agency for the implementation of the Maulana Azad National Fellowship Scheme for minority students, which will be defined from time to time by the Government of India.
  • University Grants Commission will notify the publication of the details related to the fellowship through the press and other media.
  • The University Grants Commission will not be obliged to pass NET / SLET examinations for granting Maulana Azad National Fellowship to minority students. The University Grants Commission will give sufficient time to the candidates to apply for the fellowship.
  • Candidates will be selected transparently by the University Grants Commission to provide Maulana Azad National Fellowship for minority students.
  • If the number of candidates exceeds the number of fellows, then the University Grants Commission will select the candidates for such fellowship based on the percentage of marks obtained by them in the postgraduate examination.
  • Fellowships will be disbursed among various states / UTs in proportion to the minority population of the 2001 census in the respective state/union territory. However, at least 4 fellowships will be awarded to all states / UTs in a manner that reduces the targets of more fellowship states appropriately. In the context of these four fellowships, disbursements will not be made community-wise in the States / UTs. All applications will be collected and decided on merit.
  • If the number of fellowships allotted to a State / Union Territory is not fully utilized, the University Grants Commission will re-allocate the remaining fellowships to the States / UTs, if eligible candidates are not available.
  • The number of eligible candidates in the Union Territories will be more than the number of fellowships allotted to them. The decision in this context will be taken by a committee consisting of representatives of the University Grants Commission and the Joint Secretary in charge of scholarship work in the Ministry of Minority Affairs.
  • The disbursement of the amount of fellowship to the candidates by the University Grants Commission will be done through Aadhaar Payment Bridge System (MPBS) under Direct Benefit Transfer (DBT) as far as possible.

NSP Scholarship Scheme 2023 – List

  • A brochure will also be issued by the University Grants Commission which will contain all the details of the fellowship for the benefit of the prospective candidates. The University Grants Commission will also upload these details concerning the Ministry of Minority Affairs on its web page. The University Grants Commission will promote the application process promptly through electronic media as far as possible.
  • To avoid the possibility of students getting fellowship based on fake certificates, the University Grants Commission will use its mechanism through which to check the correctness of the certificate of intent to belong to the minority community submitted by the candidates. It can be done.
  • The decision taken by the University Grants Commission in the context of granting Maulana Azad National Fellowship for Minority Students will be the final decision and no appeal can be made against the decision of the University Grants Commission except the applicable and existing law.
  • For the minority students, the income limit of the parents/guardian of the candidate for Maulana Azad National Fellowship will be Rs 2.5 lakh per year.
  • Candidates under the prescribed real income limit will be selected based on mutual merit as under merit-cum-means based scholarship.
  • If a candidate is found to be receiving a Maulana Azad National Fellowship on fraudulent grounds, his / her eligibility will automatically be canceled and the amount of the paid fellowship will be recovered along with the prevailing interest rate for educational loans at State Bank of India.

The administrative charges for the implementation of the Fellowship Scheme to the University Grants Commission by the Ministry of Minority Affairs will be paid at the rate being given by the Ministry of Human Resource Development in consultation with the Ministry of Finance.

Monitoring & Evaluation for Fellowship

  1. The work will be assessed by the University Grants Commission upon completion of two years for JRF and a two-year term for SRF. Research work carried out by students will be monitored under UGC rules.
  2. The University Grants Commission (UGC) will have to send a quarterly real and financial progress report to the Ministry of Minority Affairs, which will mention the list of details related to the minority community, Maulana Azad National Fellowship for Minority Students, University / State / UT-wise and Will be for information and follow up. The commission will also make these details available on its website.
  3. Candidates who will not be able to complete the M.Phil course in two years or are found ineligible for registration in the Ph.D. course during the third year will not be given a further scholarship.
  4. Income certificates will be issued by the competent authority as notified by the State / UT Governments.
  5. The certificate of minority community issued by the designated authorities of the States / Union Territories shall be in the form of a valid affidavit by law so that no candidate can avail the benefit of fellowship by referring himself to another community.

For the smooth implementation of the fellowship by the Ministry of Minority Affairs, the scheme may be amended a little, if necessary, due to the progress made in the information at the time of implementation, which will not bear any financial burden.
