Mahatma Gandhi National Fellowship (MGNF) Program 2019-20The Ministry of Skill Development and Entrepreneurship signed an agreement with IIM Bangalore to run a two-year Mahatma Gandhi National Fellowship (MGNF) Program 2023 on 9 October 2019, to promote district-level skilled development. The objective of this fellowship is to face the challenge of the non-availability of human resources for implementation at the national, state and district levels.

Under the Mahatma Gandhi National Fellowship MGNF Program 2023, there is a provision to provide hands-on experience at the ground level with the district administration. The program has been started in a pilot phase in 75 districts of Gujarat, Karnataka, Meghalaya, Rajasthan, Uttar Pradesh, and Uttarakhand.

Eligible fellows under the program should be Indian citizens in the age group of 21 to 30 years holding a bachelor’s degree from a recognized university. Proficiency in the official language of the state with fieldwork is mandatory. During the course training, the fellows will work under the State Skill Development Mission (SSDM) and spend time understanding the skill development challenges at the district level.

Mahatma Gandhi National Fellowship

Ministry of Skill Development and Entrepreneurship launched the Mahatma Gandhi National Fellowship Program with IIM Bangalore. Individuals will undergo training with District Administration officials in a two-year blended program with educational modules at IIM-B and District Immersion Program.

About Fellowship

  • The Mahatma Gandhi National Fellowship Program aims to provide educational inputs and field experiences to understand and contribute to the creation of the district-level skill development ecosystem.
  • The program was launched in 75 districts of Gujarat, Karnataka, Meghalaya, Rajasthan, Uttar Pradesh, and Uttarakhand.
  • To promote skill development at the district level, the Ministry of Skill Development and Entrepreneurship (MSDE) signed a contract with the Indian Institute of Management (IIM) Bangalore to start a two-year fellowship program Mahatma Gandhi National Fellowship (MGNF) program.
  • The Mahatma Gandhi National Fellowship Program, created under the Skills Acquisition and Knowledge Awareness (Sankalp) for livelihood promotion, aims to address the challenge of non-availability of personnel for implementation of various programs at the national, state and district levels.
  • The Mahatma Gandhi National Fellowship (MGNF) program has an inherent component of on-ground practical experience with district administration.
  • It has been started on a primary basis in 75 districts of Gujarat, Karnataka, Meghalaya, Rajasthan, Uttar Pradesh, and Uttarakhand. Candidates eligible for the program should be in the age group of 21-30 years, a bachelor’s degree from a recognized university Should be a citizen of India. Proficiency in the official language of the region will be compulsory.
  • Such candidates, who can implement and manage skill development programs at the grassroots level, are needed and Mahatma Gandhi National Fellowship (MGNF) wants to create a cadre of young people.

Training Courses

  • During their training, the fellows under Mahatma Gandhi National Fellowship (MGNF); States will work under the close supervision of the Skill Development Mission (SSDM) and will spend time and effort in understanding the skilled challenges and gaps in the district.
  • From them; Skills programs are expected to be enriched by generating new thinking for local planning, execution, community interaction and outcome management.
  • Fellows will get Rs 50,000 in the first year and Rs 60,000 in the second year under Mahatma Gandhi National Fellowship (MGNF).
  • On completion of their course, they will be awarded a certificate in Public Policy and Management from IIM Bangalore.

SANKALP Details

  • Launched by the government in January 2018, SANKALP is a World Bank loan assistance project aimed at strengthening institutional mechanisms for skill development and increasing access to quality and market-relevant training for youth across the country.
  • Four major outcome areas have been identified under SANKALP: (1) institutional strengthening; (2) quality assurance; (3) inclusion; And (4) expanding skills through PPP.

KP Krishnan, Secretary in the Ministry of Skill Development and Entrepreneurship of the Narendra Modi Government, said about the Mahatma Gandhi National Fellowship Program that it is a tribute to our Father of the Nation Mahatma Gandhi who was always the proponent of the decentralized scheme.

IIMB Director G Raghuram said that the goal of the Mahatma Gandhi National Fellowship Program is to prepare and train a group of committed and dynamic youth who will strengthen the eco-system of IIM-B in management, entrepreneurship and public policy and the district administration. The Indian Institute of Management Bangalore (IIMB), after completing the 2-year duration Mahatma Gandhi National Fellowship (MGNF) program of the Ministry of Skill Development and Entrepreneurship, will be given a Certificate of Public Policy and Management by IIM Bangalore.
